REGULAR MEETING OF COUNCIL Wednesday June 3, 2026

ANNOUNCEMENTS

Councillor Miskimins challenged other Council members to donate one paycheck to the golf tournament. All agreed. 

Turtle traffic reminder: program with Awenda Park to watch out for traveling turtles.

Canada Day Celebration at Balm Beach on Wednesday, July 1, 2026 – 11:30 a.m. until approximately 10:15 p.m. including drone show in the evening.

SSEA – Partners for Climate Protection (PCP) Program Milestone 4 for the Township of Tiny

PUBLIC COMMENT PERIOD

TTAC Financial Statements: Karen Zulynik thanked the staff for the report and requested five key items be included in the future to provide the financial clarity expected by the public: outstanding contract commitments, accumulated interest costs, unrecoverable HST tracking, the status of the FCM grant, and internal soft costs such as staff time and legal review.

DEPUTATIONS TO COUNCIL

Farlain Lake Water Levels: Madelaine Gallagheremphasized the need for Council to address the flooding emergency through a unified approach.  She requested Council to declare an emergency, fund the study, and provide immediate assistance, noting that residents have complied with all directions provided to date and are now asking Council to take action. Council received the deputation as information.

MATTERS FOR CONSIDERATION

Discussion/ Goessman Lots Wayfinding and How They Fit Within Tiny’s Strategic Plan: Councillor Walma discussed ongoing work related to encroachments on public lands and shoreline access. Staff advised that a process is underway to bring certain lots into Township inventory through the appropriate legal and delineation processes. It was also noted that this work aligns with the Strategic Plan objective of improving public beach access and wayfinding so residents and visitors are aware these lands are public and accessible.

REPORTS OF CONSULTANTS OR THIRD PARTIES

SSEA – Update on Water Quality Monitoring in Township of Tiny: Olena Volik, Water Scientist/Limnologist provided an update on water quality and monitoring in the Township including identifying monitoring sites; overall trends from 1969-2025; Severn sound conditions summary; lake conditions summary; water level updates; tributary conditions summary and the smart water watch.

900 County Road 6 South Subdivision Agreement (south of Conc 5): On January 8, 2025 the Township approved draft plan of subdivision for lands at 900 County Road 6 South. The draft plan includes 14 lots for single detached dwellings, one lot for commercial uses with access from County Road 6 South, a stormwater management block and new public road. Staff are satisfied that the draft subdivision agreement addresses the Township’s interests and requirements and recommend that the agreement is finalized, executed and registered on title of the lands.

Proposed Controlled Liquor Service Area at Busk till Dusk Events:The Township has received a request to support the addition of a controlled licensed area as part of the Busk till Dusk event series at Balm Beach through the issuance of Municipally Significant Event designation letters. The request introduces new operational, safety and risk management considerations. Council directed staff to take no further action for 2026 and develop a plan for implementation in 2027.

COMMITTEES

Heritage Advisory Committee – Heritage Property Tax Relief Program: HAC recommended Council direct staff to explore a Heritage Property Tax Relief Program to be summitted to the Committee for consideration.

Heritage Advisory Committee – Heritage Maintenance By-law: HAC recommended Council direct staff to explore establishing a Heritage Maintenance By-law to be summitted to the Committee for consideration.

Discussion of Motion(s) of Which Notice has been Previously Given

Proposed Amendments to the Election Sign By-law: Councillor Brunelle moved that the By-law be amended to permit the erection of Election Signs rather than starting May 1, in the interest of compromise, on July 1 (Canada Day) of a regular election year. The motion was defeated 4-1.

COMMUNICATIONS

Trout Lane Closure: Lorraine Clarke pointed out that Trout Lane has been closed due to flooding since the beginning of April. Apparently, the road will be fixed (patched), when the road fully dries out. However, there is a lack of infrastructure and the road will never dry out completely. This is not a solution to the bigger issue.

PUBLIC COMMENT PERIOD

Rob Panasiuk spoke about the Election Sign By-law stating it appears to create a problem where none currently exists, prompting concern among constituents related to their freedom of expression. Residents value the ability to participate visibly in the democratic process and limiting when election signs can be displayed may undermine that engagement. He requested that Council consider allowing election signs beginning May 1.

ANNOUNCEMENTS

Market by the Bay: August 15 – 9:00 a.m. to 1:00 p.m. at Perkinsfield Park

Taste of Tiny: August 15 – 7:00 p.m. to 9:00 p.m. at the Tiny Township Community Centre

New Administration Centre Update: Director Leitch reported that construction was on schedule, including preliminary ground work from electrical and mechanical contractors, and that the hydro line is cleared so on-site power can be installed by mid-July.

Toanche Pavillion Director Leitch reported that slab pouring has started, structural steel within next week or so, completion date late in October in time for winter ice.

Federation of Canadian Municipalities conference in Edmonton was attended by Mayor Evans, Deputy Mayor Miskimins and Councillor Walma.

PUBLIC COMMENT PERIOD

Jessie GarlandBluewater Dunes Association questioned the use of glazed aluminum curtain walls at the TTAC which are prone to construction defects that manifest after building occupation and have a history of problems with insurance coverage. 

DEPUTATIONS TO COUNCIL

David Sparrock questioned Non-Emergency Fire Call Procedures suggesting that the system is flawed when dealing with such calls. Although he was burning without a permit and would have expected a warning or at most a non-permit fine (which probably would have happened if the by-law department was available to take the call), he was invoiced for the fire department’s time and effort. He felt the caller was at fault and in fact was jeopardizing the department’s ability to respond to an actual emergency. Additionally, there is no method to appeal the fine. The fire chief explained he was following the correct procedure. Council received the deputation as information.

MATTERS FOR CONSIDERATION

Pumphouse 19 Electrical Upgrades: The 2026 capital budget includes funds for electrical upgrades at pumphouse 19 which is the main facility for the Georgian Bay Estates water system. Six bids were received for the job and staff recommends awarding the contract to Better Than New Electric Inc. for $199,996 + HST

Tiny Beaches Road North at Concession 13 Culvert Replacement: Spring flooding caused the original culvert to collapse leading to collapse of the road and temporary closure.Township staff worked with RJ Burnside and Associates to prepare and issue a tender package for the replacement of the culvert with a 2.4×1.8m box culvert. Eleven bids were received and staff recommends awarding the contract to Sierra Excavating Enterprises for $324,470.80 + HST minus an optional guardrail for $66,566.50 netting $257,904.30 + HST.This project was not in the budget and monies could be taken from the delayed Withall Dam project.

Request for Exemption from Township of Tiny Sign By-law 26-022 for Annual Charity Events Cycle for Hope (August 15) and Heart of Georgian Bay Terry Fox Run (September 20): A volunteer from both events, Bill Byrick, requested exemption from the Township Sign By-law. The signs are a critical part of the promotion, logistics and safety of the participants in each of the events. Signs are removed promptly following each event. Motion was approved in perpetuity.

Councillor Walma will introduce a Charitable organization property tax rebate.

Treasurer’s Statement of 2025 Development Charges Reserve Fund: A transfer from the township’s Operating Reserve to the Development Charge Reserve to reimburse for funds utilized in error in 2020 and 2021 for a total of $30k plus accrued interest of $4.1k. Approved.

Scheduled Replacement of Two (2) Fire Tankers: request thatCouncil authorize 2029 and 2030 pre-budget approval for the purchase of two (2) Fire Tankers from Fort Garry Fire Trucks in the amount of $1,400,017.00 Approved.

Parking Program Updates: Council prefers phasing in an APP only parking system vs purchasing new parking meters. Also, permit parking period shortened to May 14 to September 14.  After Councillor Brunelle asked if there were other options, the introduction of daily parking passes through retail outlets was suggested. Details to follow

Zoning By-law Amendment – 1 Dunsford Lane: Council approved the requested change from commercial to residential.

Tiny Township Drainage Overview: request thatstaff be directed to use funds from the forfeited lot grading deposits to install six groundwater monitoring wells in problem areas. Approved. Drainage issues include undersizedwatercourse crossings, high water tables near home construction, lack of adequate stormwater infrastructure, lack of adequate flood risk knowledge and mapping. Drainage Master Plan will be developed for 2027 including possible grant opportunities.

Wyevale Baseball Diamond Lighting: request thatstaff be directed to award the project to Minnings Electrical for $192,043.90 + HST. Approved.

Wyebridge Park – Mini Master Plan (2026): The plan will establish a clear path forward that supports informed decision-making, responsible stewardship of municipal resources, and the continued evolution of Wyebridge Park as a welcoming and well-maintained neighbourhood gathering space.

DISCUSSION OF MOTION(S) of Which Notice has been Previously Given

Tree Canopy by-law: On a motion introduced by Deputy Mayor Miskiminsstaff was directed to report back on the development of a tree removal by-law that ensures preservation of the Township’s natural tree canopy.

COMMUNICATIONS

Tiny Township Association of Responsible STR Owners v Township of Tiny – Short Term Rental Licensing: the legal appeal filed by Tiny Township Association of Responsible STR Owners to quash the Short-Term Rental Accommodation Licensing By-law (STR By-law) has been dismissed by the Ontario Court of Appeals with costs awarded to the Township.

Township of Springwater – Elmvale Groundwater Project Grant Application to NSERC

The Township of Springwater has prepared a draft joint letter to the federal government outlining concerns regarding NSERC’s decision not to approve the Elmvale Groundwater Project grant application and is seeking endorsement from project partners.

September 9, 2026 as Fetal Alcohol Spectrum Disorder (FASD) Awareness Day

October 10, 2026 as National Dental Care Day

October 15, 2026 as Pregnancy and Infant Loss Awareness Day
