Announcements
$1000 educational bursary awards were presented to 5 students selected based on essay submissions.
The Terry Fox Run will be on Sunday September 20, 2026 at Perkinsfield Park. People of all ages and abilities are encouraged to participate. Volunteers requested.
The Director of Public Works provided updates of construction projects:
- Toanche Pavillion on schedule for completion in October 2026.
- Township Administration Centre on schedule and budget … mass timber installation proceeding, waiting on hydro service poles in place, civil works contract to be let.
Deputations
Kory Rowell provided a deputation regarding renaming of Wyevale Ball Diamond to Ted Hall Memorial Ball Diamond. A motion was passed unanimously to direct staff to proceed with the renaming of the ball diamond and report at the next meeting on costing and a call for letters of reference.
Matters for Consideration
Proposed Rezoning for Sawlog Point Property. MHBC recommended that Council declare the lands as surplus to the Township needs, endorse the designation of a portion of the lands along the shore as open space for public use, create 5 new residential lots for disposition, and designate the remaining portion of the lands for future development. The recommendation was unanimously received and approved. Staff were directed to take measures necessary to implement the recommendation.
CAO recommended that Lorraine Jordan of Team Jordan be appointed the Township’s real estate broker of record. The recommendation was adopted unanimously.
Bylaws
Bylaw 26-033 – Amendments to the parking by-law have shortened the time required for permit parking in Tiny from the previous schedule of April 15th to October 15th to the new dates of May 14th to September 15th, annually.

Staff Reports
- Municipal Law Enforcement 2nd Quarter Activity Report for 2026 update regarding Short Term Rental Program. The CAO reported that there have been 140 license applications in 2026 (of the maximum 300 permitted) and that the program is “tracking toward revenue neutral”. Chief Harvey reported that there has been a downward trend in the number of offences, and although there are some repeat offenders there has generally been good compliance.
- Public Works Report PWR-022-26 – Electronic Bicycles (eBike) Trial – Recreational Tiny Rail Trail… recommended that trial proceed as outlined
- Public Works Report PWR-028-26 recommended that Council not grant Frieda Baldwin winter parking exemptions/accommodations on behalf of the Ganaraska Hiking Trail Association. The issue: potential blockage of winter snow maintenance operations and interference with emergency vehicle access.
Committees
- Parks and Recreation Advisory Committee – Completion of the trail loops of the Township of Tiny Community Centre Trail… recommended that staff obtain quotes for completion of the trail system and proceed based on further direction of the Committee and Council.
- Heritage Advisory Committee – Heritage Tree Registry Program… recommended that the Committee research a heritage tree registry program and report.
Discussion of Motion(s) of Which Notice has been Previously Given
- A motion (Councilor Walma) that staff be directed to research and report on a property tax rebate program for charitable organizations for Council consideration was carried unanimously.

Announcements
The Mayor promoted the Terry Fox Run on September 20, 2026 at Perkinsfield Park
The Director of Public Works reported that Township Administration Centre moving along well… mass timber construction complete, interior framing 85%, transformer installation next week and civil works underway.
The Association of Municipalities of Ontario in Ottawa August 16 -19, 2026 was attended by the Mayor, Deputy Mayor, CAO and Councillors Helowka and Walma. Four deputations were delivered:
- To the Ministry of Finance regarding incentives for donation to schools.
- To the Ministry of Infrastructure regarding septage disposal issues and exploration of multi-residential septic solutions.
- To the Ministry of Environment, Conservation and Parks to reaffirm the Township’s support of the Severn Sound Environmental Association and preference of a continuation of the status quo arrangements.
It was noted that a request to make a deputation regarding the water level in Farlain Lake was denied.
Public Comment
Karen Zulynik referred to the flooding in several locations in the Township and the water level in Farlain Lake and requested documentation. The Township responded that the information could be requested through a Freedom of Information application.
Deputations
Melissa Chalmers proposed changes to the cell tower siting process including reductions to public notification and shortening of the Township’s review and comment period. The deadline for comment on the changes is September 22, 2026. Council directed staff to report at the September 16, 2026 meeting on what is proposed and what if any comment the Township should submit.
Bylaws
- By-law 26-032 – to Regulate the Use of Class 1 and Class 2 Electric Bicycles (EBikes) on Certain Municipal Lands Known as the Recreational Tiny Rail Trail on a Trial and Educational Basis.
- By-law 26-043 – to Establish and Appoint A Joint Compliance Audit Committee. This Committee is an investigative/adjudicative body created to enforce provincially enacted laws related to municipal election campaign funding.

Staff Reports
- CAO Report CAO-005-26: Council Remuneration for the 2026 to 2030 Term of Council. A motion to recommend alignment of the pay scale for Council at the 50th percentile of comparator municipalities was adopted by a vote of 4 to 1. If implemented, the effect would be to increase the pay of the mayor by over 17 percent from $44,770 in 2026 to $52,783 in 2027. (Councilor Brunelle supported an adjustment based on a cost-of-living increase.)
- Planning Department Report PD-017-26: Next Steps in the Heritage Register Review Project and Update on 89 Westshore Drive (Labatte Homestead). A motion directing the staff to proceed with next steps to designate 10 properties and to report to Council on October 21 concerning issues relating to the Labatte homestead was approved unanimously.
- All Terrain Vehicle(ATV)/Utility Task Vehicle/Side by Side(UTV) By Law 26-041 on Township Roads. A motion to recommend approval for the operation of qualified All-Terrain Vehicles on open Township roads between May 1 and November 29 was approved unanimously on a trial basis until November 30, 2027.
- Discussion/ Review of Potential Amendments to the Short-Term Rental Licensing By-law (Deputy Mayor Miskimins). Following lively discussion, a motion to direct staff to establish a committee of Council for the next term of office to review the STR program and associated by-law was approved unanimously.
Committees
- Parks and Recreation Advisory Committee – Naming Policy. A motion supporting the proposed naming policy was approved unanimously.
Communications
- Following the fall municipal election Simcoe County Council will be comprised of the mayors of the 16 lower tier municipalities plus a County Chair position to be filled by appointment by the provincial government and be granted “strong mayor” powers. Presently, the County Council is comprised of both Mayors and Deputy Mayors of each lower tier municipality and an elected County Warden from amongst Council members.
- Basile Dorion – Petition regarding the Labatte House. It was noted that the parties (including the Metis Nation of Ontario) are getting close to a plan to preserve the significant heritage value of the Homestead. It is a complex confidential multi-party discussion, and it is anticipated that a more robust report will be available during this term of Council.
New Business
- The Fire Chief reported that one of the Township-owned tankers has been removed from service due to a structural failure of the chassis and that a second tanker has been identified with a similar issue. Staff is investigating all available options and will report again in due course.
