REPORT ON COUNCIL

 May. 30, 2016
Committee of the Whole Meeting: 9:00 a.m. – 4:30 p.m.
Regular Meeting of Council: 6 p.m. – 7:12 p.m.
All members of Council present for Committee of the Whole: Mayor George Cornell, Deputy Mayor Steffen Walma and Councillors Cindy Hastings, Richard Hinton and Gibb Wishart. Councillor Hastings absent for the Regular Meeting.

ADDITION TO TOWNSHIP STAFF:
Haley Leblanc has become the Township’s new Financial Accounting Analyst.

COMMUNITY BBQ and FIRE AND EMERGENCY SERVICES FAMILY FUN DAY:
The BBQ is to take place in Perkinsfield Park on July 23rd from 11 a.m. to 2 p.m.
The Fun Day will occur on August 27 from 11 a.m. to 2 p.m. at the Wyevale Fire Station.

KAYAK & PADDLEBOARD RENTAL BUSINESS AT JACKSON PARK?
Georgian Bay Paddle Rentals wants to offer lessons and sunset tours, and to collaborate with local day camps and public schools. The business would also like a shipping container for storage, a shelter structure and permission to advertise at various locations.

Council denied the request.

CHANGES TO PARKING AT BALM BEACH:
The Business Association of Balm Beach and the Balm Beach Tavern asked for parking modifications.

Council agreed that the 30 minute parking and permit parking on Balm Beach Road West and on Oliver Drive should be converted to pay parking.

Council decided that there would be no additional parking for the Balm Beach Tavern as its location presents a safety hazard.

BALM BEACH IMPROVEMENTS:
The Business Association of Balm Beach asked for a series of improvements, including replacement of existing receptacles and of boards on existing benches, addition of three benches, installation of a new community board/kiosk, one time rental of a sand cleaner, and new lower profile curbs for parking areas.

Council authorized the use of funds from the Master Plan Implementation Capital Budget to cover the cost of these improvements. It accepted the BABB’s offer to contribute to the improvements, and instructed staff to re-evaluate the installation of permanent volleyball posts (staff had recommended against their installation) and report back.

PROPOSED CHANGES TO TOWNSHIP PROCEDURE BY-LAW TO BE PASSED AT THE JUNE 27, 2016 REGULAR MEETING OF COUNCIL:

  • The Council meeting on the second Monday of the month to become a Regular Committee of the Whole Meeting at 9 a.m., and the meeting on the last Monday of the month to become a Regular Council Meeting at 6 p.m.
  • Elimination of the “accounts” section of the Committee of the Whole Agenda in favour of publication of the cheque registry on the Township website.
  • Limitation of the number of scheduled deputations to four per Committee of the Whole or Regular Council meeting at the Clerk’s discretion.

AFFORDABLE RENTAL DEVELOPMENT:
The County of Simcoe has put out a Call for Proposals of Municipal Interest in Affordable Rental Development. Council decided not to proceed further with the County’s CFP, but to investigate further the possibility of an affordable housing project on County owned lands in Perkinsfield.
