Survey respondents’ comments on Tiny’s proposed new administrative centre
Appearing below are comments submitted by respondents to an online survey conducted by FoTTSA between mid-August and early September 2024. The numbering indicates the order in which the comments were submitted.
- Demands an investigation!!!!
- This was not ever mentioned during the election campaign and current Council minus one councillor are pushing this through. On an expenditure of this magnitude, there must be validation of their decision to proceed or not by holding a referendum.
- Stop the build.
- They should just add on to and improve the current building as proposed by the previous council. This new build is too extravagant for Tiny.
- Why does Tiny need such an expensive building when property taxes are already expensive?
- There is no need for a new admin centre. It’s a foolhardy idea and will become too expensive for taxpayers to bear.
- Need to follow the money. Who stands to benefit from the build?
- FoTTSA has handled this issue like a bumbling bunch of amateurs. The PDF petition that was circulated was embarrassingly worded, had no instructions on what to do with it, no clarity on what is its purpose (what exactly has the Tiny Council done that’s against the Act?), and why wasn’t it online? [Editor’s note: the petition referred to here is not a FoTTSA petition.] What is an actual plan? When is the next election, and how do we get a slate of candidates that are respectful of taxpayers and land rights?
- Why is the existing building not renovated if there is a perceived need for more space?
- This council is pushing this project through with no regard to the taxpayer. I support a renovation of the old building if needed but not what they planning. Would be nice if they actually listened. There are still many unaware of their plans.
- This project reeks of corruption and backhandedness. Tiny Council should all be removed.
- Unnecessary waste of taxpayers’ money.
- Not at all happy that Tiny is no longer supporting libraries that serve all people but believes it is okay to spend such a large amount of money on something that serves only themselves.

- They should defer/cancel project and get their finances in order, fix water system roads and sewage disposal before thinking about the project. Stop hiring more people … get people working remotely if possible!!!

- They should use the funds for a state-of-the-art recreation centre — pools, courts, fields for many sports, meetings for community, etc. They don’t need a $50 million office for themselves.
- I have only been to current office twice in 14 seasons. Seems there’s room to build on there.
- I think there are more pressing things to use the money for rather than a new building. It’s a small township with a small tax base.
- I do agree with the need for either a renovated or new build office but on the current Balm Beach Rd. site. The proposed build is too massive for such a small workforce and the design architectural rather than functional.
- The township needs a new building but what is the size needed? They are not clear.
- Communication has been poorly done by staff and this council as they do not understand that most people do not know how to read staff reports online.
- With the costs we are facing nationally and locally with climate change, increasing costs in all supply sectors, escalating societal issues, et al, now is not the time to be spending vast sums on unnecessary and un-needed luxury projects.
- You can double the estimates to get an end-result figure.
- Everyone understands the present building is no longer sufficient, however renovations of the existing building at a fraction of the price have been demonstrated to be sufficient. This council based their recent campaign on beach access and said nothing about this building. They are an out-of-control rogue administration that have already said they won’t run again (thankfully) so are obviously only interested in leaving an over-the-top type of legacy (or trying to line the pockets of their favourite contractors).
- I welcome it.
- I estimate that my taxes will increase by ~$150/year which is a non-issue for me. Also, delaying this project by, say, 10 years would double the price. It has to be done at some time. Also, I don’t like having township staff having to work in substandard working conditions. It’s not fair to them and they work hard on our behalf.
- Simply stated: We do not want it, we do not need it, we cannot afford it!!! Pre-election promises to work together with residents (collaboratively) have been broken. There is no trust remaining, and without trust in our administration, we have nothing. One councillor fraudulently completed the application form to be a member of council when he does not own property in Tiny. Another councillor has threatened a resident by saying, “I can make you disappear.” The mayor has contributed to slandering the reputations of four residents, and is now being sued for libel. Four of the five members of council should be recalled ASAP. The term is not even 50% over, and already they have demonstrated their incompetence and irresponsibility. The financial plan of the administration is to spend more, tax more. This is completely unsustainable. The proposed debts will be on the backs of taxpayers for 30 years.
- How can they do this without a referendum and direct public taxpayer support? We the taxpayers are the ones who will have to bear all costs?!
- We do not need a fancy admin building. Renovate and add an addition to the existing building.
- Need to deal with septage issue and other infrastructure concerns first. Find a more cost-effective approach to new admin building. Cost is too high for population base.
- Not needed. Will handcuff fixed income people even further for a building that does nothing to enhance their needs.
- Council has listened politely to our concerns, but it has not provided requested information. This TTAC project has virtually no support within Tiny. The vast majority of residents oppose it. We do not understand why the current council still wants to proceed in the face of so much opposition.
- I believe that Council should obtain an estimate for renovating the existing building to meet their needs (including the requirement of staff office sharing and working from home a few days a week). There should be citizen representation (oversite) on the task force that explores that determines the cost of that option. Once they have an estimate, if they still prefer to build the new administrative building, Tiny Township residents should only be on the hook for the amount that it would cost to renovate the existing building. Council would need to come up with ways of generating revenue (not from taxes) to cover cost over the renovation estimate, or abandon the idea of the new building.

- We don’t need one. Most of them work from home, old office is empty and have more than enough space for 3-4 people working there all time. Waste of money. Focus on public beach, shoreline and water.
- I think the mayor’s assertion that “the silent majority” supports the project is disingenuous and is instead an indication of the Township’s inability or unwillingness to engage with residents, especially seasonal residents.
- Although I agree some action needs to be taken, expansion of the existing facility would be more cost effective.
- I haven’t been convinced of the need for this huge investment and it bothers me that it’s being pushed through without full public discussion.
- Not sure [of] the correct forum to use to get council to listen. While we all have to be forward thinking and know there are things for future that need to be done for the Township, I think that there are many other ways to get a new building built in ways much less costly. We certainly do not need a costly design, when a square building will be very adequate to serve the needs. Maybe even a prefab commercial design.

- It seems the counsellors are pushing it forward even though there is obvious concern from Tiny residents.
- Given the employment and workplace trends, remote and various hybrids meet the needs of many employees. I think that Tiny should revitalize and renovate the existing building by providing larger meetings spaces and updating technical production of meetings when councillors meet formally.
- It’s frustrating and disappointing that our elected officials (other than Dave Brunelle) are moving forward with a project that doesn’t reflect the wishes of the electorate.
- Want more transparency and clarity in print and distributed to all taxpayers. I’m retiring up north next and don’t expect to be paying for this expenditure for the next 30 years through INCREASED taxes.
- Township refuses to listen to the people they represent.
- I believe there are less expensive viable options as well as changes to work schedules that would involve staff not required to be in the workplace … like during the pandemic. Also, I think there are rental possibilities in Midland and Penetanguishene that could solve the current overcrowding. Finally, this council is a rookie council and not listening to the vast majority of people. They are being authoritarian.

- There are more economical ways to achieve a better working environment for staff. The problem is this council’s disregard and disrespect for the taxpayers of Tiny.

- I believe there is a need for some improvements at the existing administrative centre but that the needs could be achieved through a much more efficient way. Also, I believe that the township should be pooling some of the financial requirements from existing taxes to avoid financing the necessary requirements for the lesser improvements before commencing a project.
- The proposed structure is way too elaborate for what this township needs.
- My question is what the residents have been told by members of the anti-build group! Given that Tiny has a blended tax rate, some of the statements that have been made are out of line, also stopping people on the street is out of line!

- I would support a refurbishment if necessary but there has not been a clear picture of a need to do this.

- Very overdue, FoTTSA supported a new admin building in 2015, what changed? Goesman lots again?

What exactly are the space needs and have those perceived needs been assessed by professional space planners who can separate out wishes vs actual needs? Why can’t the private company housed in the lower level be asked to leave if space is truly needed?

- The mayor’s consistent, stubborn, unsupported, “arrogant” drive and attitude/comments to this project is beyond shocking and is totally reprehensible!! This project was put aside by the last Council and should have required a clear mandate from taxpayers in both the election and the resurrection of the TTAC committee. A referendum is CLEARLY required on this single, most expensive, unfunded, over the top, unwanted, unneeded, unauthorized “showpiece” monstrosity!
- Can’t understand why Council isn’t listening re: new building.
- I am not the one who neglected (a word used by the mayor?) the upkeep of the present building so why am I responsible to pay for a new building that is unbelievably expensive? Those who failed to do their job are responsible to fix the present building and to think they have the nerve to have others pay for their mistakes, neglect. Taxpayers pay too much tax now. We already live on a tight budget. For council to even think of proposing the new centre is a slap to our faces never mind actually going ahead with it.
- I dislike the behaviour and comments of some of the anti-admin protestors. They also have an incorrect understanding of democracy. I want the employees of Tiny Township to have a proper place to work. If you value them as people and want to attract and retain good employees you need to treat them properly. If you want to attract quality people to run for office you can’t call them names and constantly put them down. I’m frustrated with the complaining.
- While I understand there are concrete reasons for improving the workspace, this expense is outrageous.
- I do not feel that we should be spending this amount of money.
- I am sure they could find cost saving measures or sell the land and rent or buy a bigger place.
- It was not on any mayoral candidate’s top 10 list of priorities in the runup to last election. There are other things needing money and attention. With remote and hybrid work the norm, there is enough room for staff in the existing building. And if they still are renting space in the existing building to others, they need to stop doing that.
- It’s horrifying how secretive this council has been. I have stood and listened to our mayor straight out lie, Councillor Walma has repeatedly lied, and Councillor Helowka has given me the most insane reasons they have for not renovating and adding to the present building. I am seriously considering leaving Tiny before this council manages to destroy what was once a paradise. They’re bent on ruining our beach enjoyment as well.
- There are far more necessary issues to deal with than an administration building.

- I will go onto the website and read more about the project, but I can’t believe our [council] wants to put us in such huge debt for such a very long time with such a small voting and tax base. Very disturbing.
- The new proposed centre is very attractive for no one to see. I do not believe Tiny needs or can afford [it]; a review of a more cost effective version should be discussed. Tiny has many issues in finance and is in dire need of various upgrades which are immediate issues. As homeowners we are apprehensive for the future and fear the township will go bankrupt or close to.
- There are other projects that should be a priority — roads and waste disposal are just two of them!
- Hypocrisy. Council is well paid to represent constituents, however have failed in recent responses to requests to build beyond existing parameters. Elected officials should be ousted for even suggesting a multi-million dollar build for a workplace.
- I’m sure we need to solve our septic problems rather than pumping on to farmers’ fields.
- I attended one of the meetings held about the proposal and we were definitely told, “The Council has approved this and there is no going back.” So much for listening to your ratepayers!
- How would a new centre benefit the taxpayer?
- If they don’t stop the project and rethink possibilities, the province needs to intervene to stop it. With the population size of the township and the potential for county-wide amalgamation, such an expenditure is ludicrous.

- Do not understand why they need such a large, luxurious building. They don’t have that much staff to need such a large space. Also, residents can order dog licence, parking passes and fire permits online. When I have been in the office I do not see too many people working in there. There is a need for more by-law officers in the road, not staff to sit in an office. I am totally against this new building. I am sure they can find a better spot and do with a much smaller building.
- Put tax money into things that matter, e.g., roads and water sanitation.
- Our elected officials have yet to explain why they will not repurpose the current main brick and mortar municipal office with an addition to accommodate staffing needs. Unity has done earlier builds using buildings designed, e.g., as a post office in Peterborough, Ontario for a housing project.
- It seems like a rash vanity project. There are many ways to improve our admin centre. This is not the way.
- I believe FOTTSA has to look beyond the Council it does not support and look at staff working conditions and the benefits of housing township staff in one building. The staff works hard to maintain our Township. The cost for any large project is difficult to project and although these numbers appear high in retrospect sitting on this until it is too late costs more. Retrofitting is not an option — it can be a nightmare.

- There are no sewers in Tiny Township. Priority should be given to a long-term project to build a sewage disposal and treatment capacity in the Township. Over and above any other major initiatives.
- Our tax dollars are desperately needed elsewhere. What about septic waste disposal? This is a much bigger issue. The size of the rebuild is also way out of whack with the population of Tiny. This project also seems to have come out of the blue — definitely more work and consultation is needed.
- Tiny, Ontario has very little commercial or industrial tax base. Therefore, costs must be kept to a minimum since the residential taxpayer will bear the brunt of expensive and unnecessary capital projects.
- Maybe we really do need a new building rather than spending money on the old one.
- The speed with which this project is being pushed through does not make sense, especially when previous councils did not think it sufficiently worthwhile to build reserves. This is a small township, and $25M + financing is a huge sum of money. Morally, at a minimum, taxpayers need to be better apprised, and potentially consulted also. Council seems to have ulterior motives. There’s very little by way of character or moral compass with this council.
- This new build is an unnecessary burden on us as it will have a huge increase on our taxes. Council did not consult us, they had already made the decision! They will all be voted out in the next election.
- This new mayor and Tiny Council do not have a Clue what they are doing, and it shows.
- Keep taxes low in this recessionary period, this would increase taxes.

- I believe the town and taxpayers’ money would be better spent expanding the current footprint vs. a new build and site. - I believe with everyone is struggling to make ends meet, the added burden of a tax increase is not called for at this time. Any time I have been into the building, there is limited staff on hand, the option to work from home advantage, plus online, why do we need to increase the size of the building and move it from it present location. An option to save money is to add onto the existing building as this location provides room to grow.

- It makes absolutely no sense for such a small community, largely made up of seasonal residents, to build such an extravagant administrative centre. This seems like a project based on the egos of a few local politicians and not the majority — and a tax money grab, which puts an unnecessary burden on the average person. We’re suffering enough under inflation. Please stop this madness and listen to reality.
- If this turned into a community access truly engaged usage around the grounds, a meeting place for all kinds of recreation programs and events, I might understand the mindset behind this project, but the size of the building is a ridiculous extravagance.

- Very disappointed that Council did not have a mandate for this project and yet they are choosing to burden taxpayers with this unnecessary, oversized new building versus working with constituents to consider alternatives (i.e., a renovation or smaller new building at the current townhall location, hybrid work solutions which require far less office space) There are many infrastructure needs far greater than this project that are already going to cost over $70M, including a septage disposal system. We’ve read that the mayor says he has a silent majority, but he hasn’t shown any figures to support this. What’s the rush by Council? Paybacks are rumoured with increased taxes for decades to come. Council needs to listen and prove the rumours are wrong and do what’s right and halt this project and let the people decide at the next election. This is not the legacy any elected official should choose to leave in their community. We’ve never seen such a blatant disregard for the public’s input and lack of respect for constituents hard earned dollars. Council may be acting within their legal rights, but they are acting foolishly and with reckless abandon by not listening to the public who elected them to represent them, not to ignore them. Thank you for your efforts relaying concerns to Council. Hopefully they will choose to halt this project and let the people decide in the next election. Tiny needs to address urgent infrastructure requirements, not a new municipal administration centre.
- At some point facilities need to be upgraded however the taxpayer should have input.
- We need to fix the roads and sewage problem FIRST!
- As a taxpayer, I don’t feel I can afford this new building. I’d like to see a long-term solution for sewage disposal, and a new building that costs far less money. My grandchildren should not have to pay the long-term debt incurred by the plans for a new facility.

- Perhaps my perspective is influenced by the fact that I’m still working and not retired, but I find it difficult to understand the “I’ll never use it” and “I don’t want it” mentality. While I don’t plan on using the admin building, I also don’t work for the township. However, if I were confined to an office that was merely an old portable, I would certainly be seeking alternative employment. This issue might not be solely about the residents of Tiny, but rather about retaining employees and providing them with a suitable work environment. We are not a third-world community, and these individuals are working on our behalf. Furthermore, I often hear the argument that we don’t need more space because many people are working from home. However, this trend is shifting. Many organizations are now requiring employees to return to the office for 3-4 days per week. I can attest to this as I am still part of the workforce. Lastly, conducting research is part of my job, and I must say that this questionnaire appears to be quite biased. It seems to lean heavily towards the “no build” agenda. This is just my observation.
- There currently is an administrative building on Balm Beach Rd. which could be remodelled with a new design to accommodate the staff and correct any issues. The councillor Steffen Walma has admitted to impending infrastructure concerns which need to be resolved, and the impending sewage treatment issue which looms as septic waste is sprayed on farmers’ fields, the impending garbage situation, the straining affordable housing situation, issues for low-income families and children in need, water treatment issues, opioid crisis situation, local bus transportation, medical walk-in clinic desperately needed. All the above and more take precedent to build a new administrative building as one exists and can be renovated with a great design with a local architect and builder to promote Tiny’s economy.
- Too large and too expensive building for the size of Tiny Township.
- Completely unacceptable process all done in secrecy. No consideration for environment nor cost for each taxpayer. No financial planning regarding the many new issues in Tiny which will be expensive — septage, road repair, water.
- It should be functional and designed for its intended purpose. Fancy architectural drawings/plan for style is a total waste (I understand it is to be designed with costly and unnecessary flowing lines which are nice to look at for visitors and cows in nearby pastures but totally useless for function).
- The mayor and 3 councillors should not be able to push this through without a democratic process. They claim the silent majority wants it but many of those people without lawn signs don’t know what is transpiring.
- There is land space available to increase the need at its current location. Do not want to be taxed on new location, based on the sceptical costs!! Along with the findings regarding the sensitive plants. It is over the top of our Tiny’s needs. We are NOT a metropolis that can finance this.
- ELECTION TIME, especially since this council does not live full-time here and nor do they listen to the majority of home and cottage owners. Their shut-door meetings, silencing the protesting crowds. Other than the committee involved I have not seen or heard any positive feedback from the Tiny community to build. Can anyone show us that list?? Show me the list of the Tiny population that wants this new building!! My feeling is that our Tiny council members are only building this great puzzle palace is because of the land developers payoffs!!!!! Seen this before with provincial politicians with reference to the “Greenbelt” push!!! They are not working for the community only their own political kick-off gains.
- Expand existing facility.
- Financially irresponsible and totally not required. Tiny Council needs to be accountable to taxpayers and this proposed build is the lowest priority for infrastructure needs. There needs to be a referendum on this and plans put on a hard hold until such time.
- I think it’s absurd that people in Tiny Township, especially along the shoreline, are fighting this development. They have done the exact same thing, on a smaller scale but still the same outcome. Built homes with much more space than anyone needs, destroyed habitats by taking down so many trees. They are hypocrites for putting up signs on their properties in my opinion. Their only concern is paying more taxes, yet they have created properties that are inherently costing more to maintain for themselves and the community. I think the Township can do whatever they want. Most of the properties I have seen with signs have clearly done whatever they want without any regard to environment or cost.
- Communications/input is needed and what was lacking, thus the emotions around the issue.
- Any referendum should show the alternative proposals for a new admin build or upgrades to the existing building.

- I believe this survey is designed to promote a predesigned outcome. Can you please supply detail about where the simplified financial information you are supplying came from? I would like to be able to trust the information from FoTTSA but without detail or sources, how can I?
- We know there will be a budget overrun. What are the added benefits other than a central location? I see no benefit to me. I am opposed.
- Stop the build! It’s insane!
- Less is more. 33,000 sq.ft. is far too large. Abandon the “community hub” idea and look at building onto the existing site.
- This is absurd. Many people work from home. The cost is atrocious. So many people protested and David Evans completely ignored the public. Before elected he said he wanted to listen. Lie.
- No need for it. work on existing. I live in a bigger township and their building is older and smaller. Taxes are too much now for what we get.
- Total waste of taxpayers’ money! They still work from home. Direct funds towards roads.
- I believe a new building is needed soon. The longer we wait, the more costs will rise. The building could be scaled down to save costs, I think.
- If needed expand the existing convenient location and look after real township business such as the best disposal from septic tanks.
- I absolutely believe the current space does NOT meet the needs it should. I don’t believe this means the proposed building is the only or best option. I think the subject has become polarized and people have lost sight of the fact that something IS needed and that we can push for an alternative rather than nothing at all.

- Tiny does not have the commercial tax base to support a building such as they are proposing. The cost will all fall to homeowners’ taxes over many years to come. It is a ridiculous idea and whoever thought to push it forward should be held accountable for such a costly venture. If there was a proper commercial tax base that Tiny could depend upon, then I might consider such a proposal but not at the present cost. Why can’t the present site be added onto? I think this present proposal is one that is overriding most taxpayers of Tiny and it will place them in very financially compromising positions for years to come.
- There are many other spending priorities before this one. What were they thinking? They are destined to be a one-term council.
- For the size of this township, this is irresponsible of this council to spend this amount of money, renovating existing property and building is more responsible. Exposing the taxpayers of this community to this type of financial burden will be felt for generations.
- I have spoken to a councillor about my opposition to this plan for a new office building.
I got nowhere. They are not listening to any one of us. They think that we are all wealthy. - It’s madness.
- I have met with Dave and Steffen separately. I am still waiting for the follow-up information I requested. I am very disappointed with their lack of interest in my genuine concern.

- One will be needed in the future, and at that point it will be substantially more expensive. I believe that Tiny is growing, and this needs to be reflected in infrastructure (e.g., buildings, roads, etc.).
- I’m a 40-year plus commercial construction manager (retired). The costs outlined in the “D” estimate falls extremely short of real costs to build as per “sketches” by the design firm. If the need is for a new building, a utility style building should be considered. Needs and wants are two different things. I do believe a future amalgamation is in the cards within Simcoe County which would make this planned facility moot.
- The taxes in Tiny are very high and it seems that the administration is hiring far too many people, purchasing too many vehicles, increasing their red-tape, and basically building their empire and serving themselves. They need to cut back and reduce taxes, and not build and expand their bureaucracy. They can do less with less.
- I am not opposed to a new building. Whatever it costs now it will be threefold 20 years from now when the old building is in worse condition. Currently it is not eco-friendly nor is it completely accessible. It’s shortsighted to think future generations should get saddled with the cost. The Ontario Science Centre is a good example of what can happen when successive governments neglect it.
- What steps have been taken to improve the current facility to accommodate what is required for them to work well within? I don’t remember that being communicated to the public. I would be in favour of providing more space on the current site.
- Council’s lack of transparency, accountability and even poorer grip on the financial impacts of a potential $50 million expenditure when there is little or no major industry, new business or population growth predicted to help offset the carrying costs. Not to mention the debt that will be added if there’s a 1% BoC rate increase on $50 million = $500,000 additional debt. The taxpayers do NOT want a massive tax increase every year. There have to be other options, re-design / add on to existing structures, renos, room additions, portable buildings, etc. Our children often attend school for years in portable units … what’s wrong with adding portable work rooms?

189. I noticed most of the signs up opposing this are by the millionaires who live on the beach which makes me suspicious (of the beach millionaires) about what their agenda is. They only have their own agenda in mind. First, I was aware there was a web page, but haven’t consulted it primarily b/c what was verbalized was not trustworthy, so why bother with a website for same?
I’m fairly informed of the Township’s politics, needs and challenges, but this push for the proposed building
was not on anyone’s campaign platform and in light of the economic issues, I’m taken aback all discussions, debates and listening are all shut down. The Council’s communication is not only inept, but bordering on disrespectful arrogance.
One must question why? Perhaps there is a perceived opposition based on us vs. them — waterfront vs. back lot residents, encouraged by certain activist groups that in actuality has no basis.
There is a drumbeat for the need for a new administrative building, but that’s a misnomer since it’s a wish list for so much more – community centre, entertainment hall, day care centre, walking trails, and Walma continues to encourage what more can be included in the guise of substantiating the size, expense and purpose.
Question – is it about the staff needing a better environment, in light of hybrid work is the norm going forward?
Then there are comments why this Council is so adamant for the new build and inflexible when more than likely they will not enjoy or experience the new. But the staff will and senior staff is influencing the novice Council. And staff is not elected, but with too much influence.
Referendum is the only way to settle the matter.

- I hope an economical alternative is found. I’m concerned that other expenses should be given priority, such as a septage treatment facility.

- The monthly cost for the next 30 years that was quoted to us according to our property assessment does not take into consideration the return on investment of that sum if it was to be invested at the same rate as Tiny’s proposed financing. In fact, the figure is approximately twice as much. Conversely, if the monthly sum was borrowed at prime for the next 30 years, the cost at the end of term would be triple the original amount. A simple addition to our property taxes does not reflect the true cost.

It has few employees and even fewer who are willing to take the concerns of citizens and taxpayers seriously – this includes long-standing and ongoing disputes between new cottage owners with beachfront property and everyone else (especially those of us who pay taxes and are forced to share 60 feet of beach with all other owners in the community). A referendum is necessary for democracy to function. Let the taxpayers decided if this is how they would like their money to be spent. I believe in government systems and in governance more broadly, but the city has done little to inform its members (taxpayers) of its plans, its rationale for a new administrative centre with such costs, and have given us no choice but to demand a referendum.

The recently elected council made little or no mention of this initiative in the election run-up and have acted since as if they have a mandate in favour, which I feel they do not.

Current building is inadequate but a much more modest solution would be prudent. The cost overruns will be massive, especially since the architect has never worked on a municipal building before. I have absolutely zero confidence that this project will be on time or on budget, the politicians will be gone and taxpayers will be holding the bag. We need to stop this runaway train and the idiots driving it!

I think that probably the current township offices are “tired” and that spending big bucks there to bring the building up to today’s requirements and required future energy efficiencies may well be more than the cost of a new building. The township-projected tax increase on our property does not seem that out of line.

- IT would seem to me that paying $15 million to finance this building is a complete waste of taxpayers’ money. I certainly wouldn’t support a scaled project that would allow smart growth and the space that the township requires to do its operations. However, I feel that having a waste treatment centre is far more crucial to the township so operations than something that is $30 million + for a township that is not projecting any full-time population growth in the next five years. further, I feel that my township taxes are already very high, especially as I do not have town water, sewage or use any educational infrastructure. I would be shocked if they went ahead with this project and it didn’t impact taxpayers in a negative way almost immediately.
- This project seems to be primarily sponsored by a small group of people on the council and the township bureaucracy that seem content with their own decision-making and feel no obligation to take account of public opinion. The fact that most of the council members and the mayor say they will not be running again says they have no concern about saddling the township with a white elephant for which they will deny or not bear any responsibility or accountability. To have a project like this straddling two almost completely different councils is bound to create issues around budgets, design and project completion should it go ahead. Furthermore, the same group seems to be convinced that this project should take priority over most other infrastructure related projects while offering scant evidence to support this conclusion. This all seems to reflect a failure of governance.

The administration is taking a very undemocratic approach and shutting out any public comments that do not relate specifically to use of the public spaces. - It would be helpful to have some analysis of what this cost would represent to the “average” property owner in Tiny in terms of their annual property taxes. I have been through a similar process in Muskoka and ultimately the area because too expensive for average people to afford from a property tax perspective, especially given the very limited services received in exchange for property tax costs. I am also a seasonal cottager so I do not consume many local resources.

- Is Tiny Township willing to retain a very experienced retired individual with over 40 years experience in the Toronto architectural and construction industry who can provide a “peer review” of your construction drawings and specifications for this project? Peer review prior to going to tender will catch a very large percentage of items missing from the drawings and specifications. Every one of those items missing is referred to as an extra, money the client can ill afford to pay after the contract has been awarded. On a project of your magnitude you will not need millions of dollars of extras, and nor do we as taxpayers. For references I have provided a similar service to the Town of Penetanguishene for construction of their new town hall addition and alterations and their new firehall on Fuller Ave.

- Part of my concern is that I have personally observed Tiny in action and find them to be doing unnecessary things and not doing them well. This to me suggests a priority in improving their efficacy, not building a new admin building to house more but less effective people. My main interaction with Tiny is the building department.

- Re: building cost. It’s very rare that actual costs exactly equal estimated costs, regardless of the size of the new structure. Financing costs are less reliable because they, too, are subject to economic conditions and also lender markets. Is a new building warranted? Do expected permanent population growth estimates warrant a new admin centre of proposed size? Is there support and/or financial assistance from higher levels of government? Or is a renovation a viable option (e.g., a reno to increase size and/or to refreshen office space)? A referendum is a drastic, extreme measure and can come back to haunt you. It also has antagonistic overtones. It can affect future Council actions. Here, need to really understand all the wins? losses? For example, a taxpayer win could ostracize other taxpayers from community participation.

- The current building does need to be replaced. The Township has grown in population and I understand why there is more staff to handle building, zoning, by-law, taxes, and infrastructure. An engineer was added a few years ago to assist with keeping Tiny structurally safe. The volume of building permits has increased dramatically over the past 10 years. There are more rules and regulations to be enforced, such as environmental, by-law and zoning standards which also requires more staff.

Options for development, from minor to elaborate should have been presented for consideration. The sense of being railroaded is unsettling in this supposed democracy.

I’m more concerned that past councils have known this has had to happen for decades but no capital reserve fund was established earlier. $28M is an unfortunate but realistic price for necessary improvements. But the biggest mistakes here were made by previous councils in forcing this situation. Not this one.

Consider this example: Council’s acting like a TV commercial selling a product e.g., “eyedrops and how good they are for you: … then toward the end of the ad there are multiple disclaimers that preclude anyone from being able to take action against the company if problems arise. This brings us back to issue of Tiny Council … we must fight them all the way because … if they succeed in adding $50 million more debt…we won’t be able to fight back the never-ending onslaught of tax increases. Not to mention other money/tax grabs they think of implementing to cover their growing debts.

- I’m at a loss as to why our council is pursuing this project. I do believe the township offices could benefit from addition/renovation, a new build of this magnitude is unrealistic. There are so many infrastructure items that seem to be pushed onto the back burner. When it comes down to it there will be no monies left after paying for the new municipal building to deal with the infrastructure backlogs. My only hope is that this is a one-term council.
- This council does not have the capability to make financial decisions for the Township. They do not listen to the residents and continue to double down on this ridiculous use of tax revenues. - Can’t wait to see it finished! I’m very sure it will be a fantastic benefit to Tiny Township. The people of tiny don’t seem to realize how much their Township gives back to them!!!!! Sooo many celebrations … Sooo many freebies … sooo many festivals. So much. I say keep up the good work and forget about the “downers“!!!
- I support the councillors. Again with the biased questions. “Based on Council’s handling so far” is a negative implication. You literally have a three-page letter from the ombudsman of Ontario stating that Council has gone above and beyond their required duties to ensure transparency.
- We need to have an early election with this decision as part of it! Not ONE of these idiot councillors ran on having a new building!
- Let’s bring it to a vote If a new building is justified, open a “building fund” line in the annual budget. Use any annual budget surplus as well as annual budgeted contributions to the building fund. When the fund reaches an amount to make the project economically feasible, then go ahead and build.
- It’s a joke. Why do they need large office spaces for individual employees over and above private industry? Employees get more holidays than private industry and are not available after hours when numerous issues occur. The roads where I live are not paved and are gravel, which makes it difficult to walk or ride your bike and they tell me it’s not in the budget every year I speak with them. They will spend millions on something they want but ignore taxpayer needs.

- The concerns of Tiny residents have been completely ignored by most of the council. Environmental issues have been explained and ignored. Tiny residents can’t afford increased taxes for a building we don’t need. The Unity representative stated the building was “a showcase.” Tiny doesn’t need a SHOWCASE. The projected increase in population for the next 30 years is minimal according to professionals who assess population increase, therefore this massive building is totally unnecessary.
- When is the next election to vote in a new council? Perhaps a referendum question on allowing residents to recall a politician while in office with 51% of constituents signing a recall.
- If the township is already facing a backlog deficit of $49.6 million, the cost of the new proposed centre is definitely NOT feasible.

- Council has to go back to square one, put the decision on hold and explain why renovations to existing buildings and recommendations for their use were not followed through in the fall of 2023 and explain why the funds used for that purpose should be wasted by this new proposal costing millions more.

They also seem to not respect women… yet having more respectful dialogue on other pages.
- Hold a referendum There should be a referendum to decide whether the project should go ahead. Surely there must be a safety valve when a council goes way outside the mandate they were given at voting time. This project was publicized after the vote. This is plain bad.

- The new building is necessary and delaying the project will add significantly to the cost, so I’m in favour of doing it now.

- As is the case with any construction project, unforeseen delays and issues will definitely drive costs up. Given the scope of the project, this could cost taxpayers several million more than was initially proposed. Like I said before, put this money towards infrastructure, not this building which is nothing more than a vanity project for whoever thought it up and is pushing it along.

- The communication for this issue has also been very poorly handled. I would like a clear analysis presented in an easily understandable format to be put forward so that neutral parties have a chance for review, discussion and communication, and that avenues for dialogue and changes are open and accessible to all Township citizens. I find it so laughable when residents who have done massive developments on their own properties, with total disregard to the environmental impact, would put up signs to Stop the Build when it comes to the very people who allowed them their own builds. I received no response to my email to all members prior to the special email set up voicing my concerns regarding their management!

- Seems all functioned quite well during COVID when the existing admin building was not fully utilized. I fail to see the need for such an expenditure. If it’s necessary, then improved operational efficiencies need to fund it, not taxpayers.

We need more affordable housing and $50 million will go a long way to solving that problem. I believe the building should be in downtown Midland that has easy access to all people not only people who have cars. Perhaps a building you could rent space in. I am a resident of Tiny and try never to go to the current building, I can do most of my business online which I am grateful for. I would respect the Township if they find another way. I don’t want a building we can be proud of. I want a whole township that pulls together to help our people live in it. Find another way – show people how we can think outside the box. Most if not all Tiny residents cannot afford a tax increase now for one building out in no man’s land. The current building which I have had to visit maybe once a year now for the 53 years I have lived in Tiny has never been so busy that I had to wait in a line up or I couldn’t find a place to park. It is not on a bus route you cannot walk to it. Please try and find another way.

628. The Township does a horrible job communicating and we are shocked about what we read in the survey. We are very disappointed with their utter lack of fiscal responsibility! Hopefully all residents get informed about these issues!!
