ANNOUNCEMENTS
- Half Load Restrictions – March 1, 2024, and will be in effect until April 30, 2024, and may be extended into May at the township’s discretion.
While the reduced load restrictions are in effect, no commercial vehicle or trailer may be operated or drawn upon any road within the Township of Tiny where the weight per axle exceeds 5 tonnes.

Councillor Brunelle questioned the tree count process. Mayor Evans confirmed that there will be three trees replaced for each one cut down over the five acres.

Councillor Brunelle asked Deputy CAO about the debenture payments vs conventional loan. She advised that you get a lower interest rate which is fixed for the entire term. There are no pre-payment options.
MATTERS FOR CONSIDERATION
Water Department 2024 Annual Summary Report and QMS Management Review
A management review of the Quality Management System (QMS) was held in accordance with the requirements of the Drinking Water Quality Management Standard for data collected in the 2024 calendar year. A report to Council summarizing that review is required under the Drinking Water Quality Management System. The Safe Drinking Water Act requires municipalities to prepare an Annual Summary Report and provide a copy to each Member of Council prior to March 31st of the following year.
The 2024 water report which is available on the website was received as information.
Township of Tiny Administration Centre Video (TTAC)
Mayor Evans was excited to present the first in a number of videos to document the progress of the TTAC construction.
Notice of Motion
Councillor Walma put forward a notice of motion to limit the number of municipal election signs.

- Municipal Law Enforcement Report MLE-001-25 – By-law 4th Quarter Activity Report (October 1 – December 31, 2024)
It was noted that the STR complaints continue to decrease with only a small number of bad actors. S. Harvey advised that there were 177 STR applicants in 2024 with 157 approved licences. In 2025, 80 licences issued so far with 117 being reviewed.
- Treasurer’s Statement – Council Remuneration Report 2024 (as required by the Ontario Municipal Act)
Total compensation includes benefits, training, mileage, internet/cell, meals & accommodation.

- Road Reconstruction Program Tender Results
Council approved awarding the tender to Georgian Paving for $1,567,876.52 + HST.
The 2025 Budget includes the following approved road reconstruction projects:
Silver Birch Drive: Chemin du Loup #200 to Silver Birch Drive – 1.7 km
Park Road: #207 Park Road to Culver Road -0.8 km
Concession 15 West: Wolfe Trail to West End of Road – 0.2 km
Tiny Beaches Road North: Concession 12 West to Concession 13 West – 1.3 km
Oliver Drive: Tiny Beaches Road North to Sherwood Gate – 0.8 km
Sawlog Bay Subdivision (Oneida Crescent, Wakunda Crescent, Breithaupt Crescent, Musquake Court, Ojibway Court) – 1.5 km

- Dust Suppressant Tender Results
Council award the contract to Da-Lee Dust Control for $173,250 + Tax.
- 2025 Water Metering Program
The 2025 Capital budget includes funds for the first phase of the Lafontaine Water system. This is being done over two phases due to its size. Phase 1 will include Lafontaine Village and the beach areas north of Concession 16 (Rue Lafontaine Road). Phase 2 is planned to occur in 2026 and will include the beach areas south of Concession 16. Staff have determined that it would be possible to add three additional small systems to the 2025 scope: Rayko, Thunder Bay, and Tee-Pee Point. With these areas included, 1205 services will be metered by the end of 2025 (44% of all connected lots).
Council approved proceeding with the installation proposal from Kellys Consulting and Municipal Services for $127,976 + HST and the purchase of the meters from Evans Utility and Municipal Supply. The cost of the 540 meters and transmitters is $244,863 + HST.
- LA Place Security Reduction and Substantial Completion
Council approved the Substantial Completion of this project and authorized the reduction of the collateral mortgage held by the Developer in the amount of $96,555.75 and retention of $87,462.85 of the collateral mortgage for the 2-year warranty period.

Matters for Consideration
- Lafontaine Area Shoreline Homeowners Association (LASHA) – Proposal for Community Road Safety
Mayor Evans summarised the LASHA letter and asked the Engineering Manager to expand on actions taken to date.
Manager Robitaille commented that in the Lafontaine Beach area they had done some paving and painted shoulder areas for walking as well as reduced speed limits to 40 KMPH on TBRN. (These works were acknowledged in LASHA’s deputation to council in June 2023) He also noted that they had installed a three way stop at Jules Leger and TBRN. He also noted that Woodland Beach Association had also requested a community safety zone later in 2023. He mentioned that there are no instructions or guidelines in the highway traffic act with respect to installing community safety zones and they are looking at developing a township policy hopefully for presentation to council in the second quarter.
The mayor stated that he is confident that this issue has not been forgotten, and staff are moving forward. He is in favour of the solar speed signs but not the pavement marking.
Councillor Brunelle noted that staff were directed in 2023 to provide a council report on community safety zones and speed radar and confirmed this report is now expected in the second quarter of 2025.
The letter was received as information; a letter will be sent to LASHA advising that a report will be presented to council in the second quarter.
